When comprehensive plans have been prepared by Colonial Govern- ment and forwarded to His Majesty's Government, they must, under the pro- visions of the Act, receive the approval of the Secretary of State for the Colonies and of the Lords Commissioners of the Treasury before the expenditure can be approved and the plans put into effect.
